Sri Lanka PM Says Still in Talks With U.S. on Military Cooperation Pact Sri Lanka is still in talks with the United States on a status-of-forces agreement (SOFA) for visiting U.S. military personnel, the prime minister said, disregarding a warning by the president that it would undermine sovereignty.
